The Paradigm Shift: Understanding OSH (SSI) Regulations 2025
For heavy machinery owners, the biggest update in compliance is the Occupational Safety and Health (Special Scheme of Inspection) Regulations 2025 (SSI), which goes into effect on January 21st 2025.
These regulations represent a significant transition from the traditional fixed, time-based inspection system to a proactive, risk-based inspection (RBI) approach.
What SSI Class B Means for Lifting Machinery:
SSI has two classes and lifting equipment (cranes, hoists, lifts) is in SSI Class B. This means occupiers need to take on a new level of self-regulation around their use in order to qualify for the benefits:
- Plant Management System: The occupier shall implement and maintain a Plant Management System in conformance to industry codes of practices. This comprises stringent protocols for maintenance, safety and risk assessment.
- Risk-Based Inspection (RBI) Data: With reference to lifting machinery, while the RBI data is not required, you must still provide the risk category, inspection intervals, and detailed inspection plan.
- Extension of Validity: Depending on the company’s success in complying with and maintaining the SSI Class B requirements, this approval may have a maximum validity duration of 180 months (15 years), with the Certificate of Fitness potentially extending to a maximum validity period up to 60 months (5 years), as determined by a risk assessment.

You are assigned a DOSH-certified Examiner (PMA Officer) that goes to your location for on-site visitation. The inspection itself has two key parts:
- Visual And Operational Inspection: Inspect physical structure integrity, electrical systems, limit switches, brakes, controls and other mandatory safety devices.
- PMA Load Test: The equipment is load tested at a safe Proof Load to ensure that the crane or hoist will lift and manoeuvre its Safe Working Load (SWL) safely. If you fail this test you just get shut down.
Step 5: Verification and CF Issuance
If the inspection is successful and the Examiner has endorsed it, DOSH will verify the report and issue a renewed Certified of Fitness through MyKKP Portal.
